HOW DOES THE SEPA ADDRESS ENVIRONMENTAL ISSUES?

The SEPA supports strengthening Kaska’s ability to manage natural resources within their lands for the future. It will:

  • Provide transparency of environmental matters at the Selwyn Project.
  • Build facilities for Kaska to study environmental matters in their lands.
  • Provide training for Kaska members in environmental management skills and knowledge.
  • Develop Kaska government organizations that manage environmental matters for the Kaska.
  • Ensure the lands at the Selwyn Project are reclaimed and returned to a clean, natural state after mining is over.

THE SEPA HAS THE FOLLOWING ENVIRONMENTAL PROTECTION GOALS:

  • Minimize disturbance to the environment, culture and heritage resources.
  • Kaska are responsible for managing their lands and environment for future generations.
  • Selwyn Chihong must comply with all laws and regulations.
  • Selwyn Chihong is responsible for project activities, including mine safety and environmental management.
  • Selwyn Chihong is committed to reclaiming the project site and Kaska will support the company in reclamation.

THE ENVIRONMENT COMMITTEE

Kaska and Selwyn Chihong will form an Environment Committee. This committee will oversee the commitments made in the SEPA regarding environmental matters at the Project. The committee will:

  • Review and participate in all environmental matters impacting the Project.
  • Ensure Traditional Knowledge is incorporated into environmental management.
  • Maintain contact and input from Kaska communities on environmental matters.

THE COMMITMENTS IN THE SEPA INCLUDE:

  • Selwyn Chihong acknowledges that Kaska have a responsibility to future Kaska generations to protect traditional lands and the rights Kaska hold within those lands.
  • Kaska and Selwyn Chihong agree to work together throughout the Project to help ensure the environmental impact of the Project is kept to a minimum.
  • Kaska and Selwyn Chihong will work together to implement an environmental training and mentorship program.
  • Supporting Kaska to develop a process to review all permit applications by Selwyn Chihong before they are sent to Government. This process will include the opportunity for Kaska input, including Traditional Knowledge, on such applications.
  • Kaska will respond to requests and provide project consent letters to government agencies in connection with Project permits and tenure.
  • Kaska will be involved in planning and monitoring the reclamation of lands at the Selwyn Project.
  • Selwyn Chihong will provide all environmental monitoring reports prepared for governments to Kaska and provide updated lists of approved permits.
  • Selwyn Chihong agrees to collect additional water samples if requested by Kaska so they can be independently analyzed and, subject to safety concerns, to have Kaska appointed monitors collect their own samples.
  • If there is an emergency environmental event on the Project, Selwyn Chihong will immediately notify Kaska and Kaska will have access to the site, subject to safety considerations
  • There will be no hunting by employees of Selwyn Chihong or its contractors while working at the Project.

SELWYN CHIHONG WILL PROVIDE FUNDING TO:

  • Build a Kaska Environmental & Land Stewardship Centre in Ross River. It will be set up to include and help support Kaska capacity for the following functions:
    • RRDC Traditional Knowledge Centre;
    • Fish Habitat Management Centre;
    • Community Water Monitoring Program; and
    • Caribou Monitoring Program.
  • Establish the Kaska Lands and Resources Department. Selwyn Chihong will fund the hiring of staff in the department, until such time as Public
    Government transfers sufficient resources for Kaska to do the job. This Department will represent Kaska interests in the environmental review and permitting process for the Project.
  • Selwyn Chihong will make payments to a trust fund, called the Kaska Environmental Trust. This fund will be under the control of Kaska and will be used by Kaska to undertake studies not required by Selwyn Chihong or governments, but which Kaska believe are necessary
    for the planning or implementation of the Project. The details of funding for this are set out in the Financial Schedule of the legal SEPA. You can find copies of this confidential information in your Band Office.
